The Statewide Human Trafficking Task Force Work Group 1 is excited to present another session in our Conversations with An Expert series. This is an online event with a "lunch and learn" format--a 30–45-minute presentation with 15 minutes of Q&A. This session, Work Group 1 is partnering with the Georgia Coalition to Combat Human Trafficking Policy and Legislation Subcommittee to bring I’m Just A Georgia Bill: The Legislative Process and How to Impact It with CJCC Director Jay Neal and Georgia House Representative Matt Gambill. Our series is geared toward professionals who work in the field who are already familiar with the human trafficking issue. This is not a Human Trafficking 101-type class. I’M JUST A GEORGIA BILL: THE LEGISLATIVE PROCESS AND HOW TO IMPACT IT
Please join CJCC Director Jay Neal and Georgia House Representative Matt Gambill as they walk us through the lawmaking process of the Georgia General Assembly. We will look at how bills move through the legislature from idea to writing to committee to floor vote, and we will learn about the state budgeting process and how budget dollars are allocated. Director Neal and Representative Gambill will also share best practices for advocates to engage with their state elected officials and influence legislative priorities. This program is presented in partnership with the Georgia Coalition to Combat Human Trafficking’s Policy and Legislative Subcommittee.
Speakers
Director Jay Neal currently serves as the executive director for the Criminal Justice Coordinating Council. He was appointed to this position by Governor Nathan Deal in November of 2016. Mr. Neal formally served in the Georgia House of Representatives from 2004 until 2013, when he was appointed by Governor Deal to be the executive director of the Governor’s Office of Transition, Support, and Reentry. Mr. Neal previously sat on the Board of Directors for the Lookout Mountain Fellowship of Christian Athletes, the SAGE Resource Center, and the YOBEL House. He and his wife Gretchen have two children and seven grandchildren, and they currently reside in Chickamauga, Georgia.
Representative Matt Gambill is a life-long resident of Bartow County and comes from a family with a long record of service to his community. He is a graduate of Cartersville High School and holds degree in Political Science from Lee University.
Matthew currently serves as Business Development Manager for Parrish Construction Group. In this role, Gambill, is responsible for leading Parrish’s industrial and higher education initiatives, driving revenue, maintaining and growing business relationships, and is a key part of the implementation of new business. Prior to joining Parrish, he spent 4 years in business development with NFP Corporate Benefits, and prior to that over 14 years building relationships in the public and private sector serving as Executive Director for the Georgia Association for Career & Technical Education. Active in his community, Matthew is a member of the Cartersville-Bartow County Chamber of Commerce, Georgia Economic Developers Association, serves on the Board of Directors of the Indian Springs Holiness Camp Meeting, the Boys and Girls Clubs of Bartow County, Recovery Bartow, and is the Past Chair of the Boys and Girls Clubs Georgia Area Council and Murphy-Harpst Children’s Home. Gambill is a graduate of the 2007 Leadership Bartow Class, a graduate of the 2010 Leadership Georgia Class, and was selected by Georgia Trend Magazine for their 2012 “40 Under 40” publication.
Committed to faith and family, Matthew and his wife Danae are the proud parents of 3 children—Mary Harris, David, and James. The Gambills are members of Tabernacle Baptist Church where they are actively involved. In 2018, Gambill was elected to the Georgia House of Representatives from District 15, which encompasses Cartersville, Emerson and Allatoona, along with portions of unincorporated Bartow County.
