Dr. Gard graduated from the University of Michigan in 1972, and earned her Ph.D. at Washington University in Clinical Psychology in 1978. Dr. Gard did her internship at the University of North Carolina Medical School in the Department of Psychiatry. Dr. Gard is an Adjunct Full professor Department of Psychiatry and Behavioral Sciences at the Emory Medical School and has provided supervision and serves on different committees.

Dr. Gard is a member of the American Psychological Association and a Fellow with the Georgia Psychological Association. Dr. Gard is Past- President of the Georgia Psychological Association. She served on the original steering committee for APA for developing State Disaster Response Networks and co-founded the Georgia Disaster Response Network in 1988 and served as the Chair of the Network for over a decade. She has gone on Missions internationally to China, Belarus, Romania, and Haiti.

Dr. Gard is an instructor and facilitator for the Red Cross DMHS and Services to the Armed Forces Resiliency courses. She has worked on over 50 major and smaller disasters which have included: Hurricane Andrew, Northridge Earthquake, Oklahoma City Bombing, the South Georgia Floods, the Olympic Park Bombing, 9/11, and most recently, the Texas floods.

Dr. Gard has a private practice and serves on the Georgia Psychological Foundation Board to help provide education and resources to the community. During the COVID pandemic, she has been serving on COVID APA Task Forces for First Responders and Refugees and Immigrants, and in this capacity, has been providing resources, articles, and webinars.
